Which Is More Effective in Command & Conquer: Turtling or Rushing?

While playing Command & Conquer, I am usually torn between playing defensively or going for an early rush. Do you need any advantage to these strategies (playing defensive or playing aggressive). Do you think our choice between defensive and offensive should either depend on the map or opponent’s strategy?

Fun wise, turtling is much better. Competitive gaming wise, the rush wins.
