These are some beautiful pieces of concept art! There's quite some talented people working on this game from what I've seen. :)
We're likely decades away from such beauty being generated by in-game engine.
I wouldn't say decades, seeing how fast technology evolves. I think we could see these types of graphics in game by the end of the 2020's.

These are absolutely amazing and the fact they are concept art as well makes it even more amazing!

You would think that it would be from the actual game with how they look. It's amazing what you can do nowadays, especially with concept art.
 
I would love to create stuff like that. Myself, I am into computer 3D digital art, but I haven't had enough time and equipment to do advanced stuff. Well, I had Poser and Blender installed at one point, but it would an another software to get what the OP posted, plus the skill to create it.

Doubtful. Improvements to game engines seems to be linked to the release of major game consoles - as that's where they money is. We might see a new PlayStation before 2030, we may see a new Xbox, but to develop so significantly in just one more generation? I can't see it happening.

I completely agree with this but it would be good to look back on this comment in as you say, seven years time to see how significant the improvements are.

It is true though that the improvements to the game engines are linked to the consoles and what they are capable of running. With new releases of consoles seeming to be roughly about every 7 years, we may see some improvements but I wouldn't say too much at the moment.
