In supreme commander you can build hydrocarbon plant on special point and it gives you a lot of energy cheaply, which changes first minutes of the game significantly, and so in my opinion if would be good to have something like that in Sanctuary too.
My suggestion instead of a new building make it a special zone that can boost efficiency of plasma generators and/or decrease plasma consumption of another buildings like factories, shields or nukes/SMDs, maybe if something consume below certain amount of energy(depends on balance, but I think it definitely shouldn't count anything like t3 radar or such) it would work all the time and not turn off when you stall energy(could be ysefull with shields etc.)
Giving such bonuses to plasma generators would encourage people to build them somewhere else but their main base where it is safe at all times, which would add more strategic gameplay to Sanctuary. I am specifically avoiding any numbers because implementing such a feature would require a lot of balance testing.
